Earlier, to study the degree program of a foreign university, the student had to go abroad for his full studies. In this new rule of UGC, only 30 percent, of course, will get a chance to get a degree from a foreign university.

 From the upcoming academic session 2022-23, Indian and foreign institutions will be able to offer a joint degree, dual degree, and twin programs simultaneously. The government has implemented UGC Regulation-2022.

 Under this, a collaboration between Indian and foreign higher education institutions will be done to offer double degree and joint degree programs. Now ordinary students will also be able to study in foreign universities in their preferred degree programs.

 University Grants Commission (UGC) Secretary Prof. Its notification was issued on Thursday by Rajneesh Jain. Indian institutions of higher learning that have a 3.01 score issued by the National Assessment and Accreditation Council (NAAC) and ranked among the top 100 in the University Ranking of the National Institutional Ranking Framework (NIRF) or Institution of Excellence can collaborate with any foreign institution.

 This will require the foreign university to be in the top 1000 of the Times Higher Education or QS world rankings. The universities which fulfill these rules will not have to take prior approval from the UGC to start these programs.

Studying only 30 percent of the course will get a foreign degree:
 Earlier, to study the degree program of a foreign university, the student had to go abroad for his full studies. In this new rule of UGC, only 30 percent, of course, will get a chance to get a degree from a foreign university.

Programs will not run in online, distance mode:
This program will not be applicable to online degree programs and degree programs run by distance mode. It will be a completely physical course in the classroom. In this, the student will also get a chance to study in foreign universities on the basis of all three programs. These programs will not include medical, law, and agriculture degree programs.

This would be the design:
Twin Programme: The student has to do some courses, for one, two, or three semesters in the foreign university. This will be a kind of student exchange program. In this, not more than 30 percent of the courses or credits will have to be obtained from foreign universities.

Joint degree: In this, one Indian and the other foreign university will run the degree program together. The degree in this will be from Indian University. It will contain the name and logos of both the universities. In this, it will be mandatory to get at least 30-30 percent of the credits from both universities.

Dual Degree: One Indian and another foreign university will offer degree programs. Both the universities will issue the degree separately. In this too, a credit score of 30 or above must be achieved in both programs.
